  Dear Sir/Madam,


Our company is considering developing a site in Crickhowell, Powys as a new Tesco Express store but we must demonstrate that this would be in line with the local Brecon Beacons National Park Planning Department's requirement for Sustainable Development (i.e. development that is overall and 'on balance'  - good for the local environment, good for local the economy and good for the local community).


1) We would like RPS to undertake a survey of several possible sites advising us on their suitability for the purpose. We would like you to map these sites and describe the main features of their location indicating the distance and direction from the town centre.


2) We would welcome undertake a detailed survey of each site (producing a plan of each site) showing how it may be developed or redeveloped. You may of course include images or sketches of the sites. Annotations of your proposed design changes would be helpful to us. We would like your honest appraisal of the suitability of each site considering both environmental and health and safety / social issues as well as the commercial  / economic aspects.


3) We anticipate that there may be some local opposition to the proposal and would wish to instruct you to undertake a questionnaire of public opinion to the possibility of a Tesco Express store coming to Crickhowell. As it is such a rural community you may need to explain the concept of Tesco Express to the general public explaining how it is different to a general superstore.


4) We would like you approach several leading figures from the Crickhowell local community and conduct an interview with them to test whether they may support our proposal or to recognise in advance that this may be a more complex problem likely to pose challenges and problems. We would be interested to receive suggestions of how this proposal could be made more generally acceptable to the Community if resistance to the general idea of a Tesco Express store is identified.

We look forward to receiving your written report within 28 days (outlining which site would best demonstrate an opportunity for a Sustainable Development (that is 'good' for the local environment, economy and community)  and will also meet with you to receive your group presentations.

We offer our usual remuneration as agreed previously in the other research investigations you have undertaken for us in similar sized catchments.
